Депутат от Партии коммунистов, экс-министр экономики и торговли намеревался покинуть ряды политического формирования после досрочных выборов лета 2009 года. Об этом, как следует из материалов сайта WikiLeaks, он заявил чрезвычайному послу США в РМ Азифу Чодри.

«Заместитель премьера Игорь Додон сообщил послу, что группа молодых, реформистски настроенных членов Партии коммунистов подумывает порвать с ПКРМ, чтобы создать новую лево-центристскую партию», — отметил посол в депеше по итогам беседы.

Американский дипломат сообщил, со ссылкой на Игоря Додона, что «эта новая партия, которая сосредоточиться на экономических реформах и внедрении рекомендаций МВФ, могла бы объединиться с другими некоммунистическими партиями, чтобы избрать президента».

«Додон сказал, что новая партия попытается убрать ориентированных на жесткую линию министра внутренних дел и главу госбезопасности со своих постов (согласно повестке, это совпадает с тем, что планирует четырехпартийная некоммунистическая коалиция)», — записал Чодри.

Раскрывая данный вопрос, посол передал слова Игоря Додона о том, что «идут дискуссии внутри ПКРМ о возможности создания коалиции с одной или двумя партиями. Он сказал, что он выступает в пользу коалиции с Лупу, которого затем ПКРМ поддержит на пост президента. Однако, чтобы этот вариант был приемлем для Лупу, такой механизм потребует от Воронина отказаться от конструкций с занятием поста спикера или премьер-министра», добавив, что сам Игорь Додон планирует «обсудить этот сценарий с действующим президентом, когда тот вернется из отпуска 15 августа».

В случае, если Владимир Воронин отказался бы от данного предложения, то «группа молодых, реформистски настроенных членов ПКРМ порвала бы с коммунистами, чтобы сформировать новую лево-центристскую партию».

Это решение Игорь Додон обосновал тем, что «эта новая группа желает вернуть МВФ обратно и следовать рекомендациям из отчета МВФ и готова запустить экономические реформы», а также отстранит со своих постов «министра внутренних дел Папука, главу государственной безопасности (СИБ) Артура Решетникова, вице-премьера Рошку и министра иностранных дел Стратана»

Додон сказал, «что появление этой отколовшейся партии поможет создать настоящий центр в молдавском политическом спектре. Нереформированные коммунисты займут крайне левый фланг, а либералы Гимпу крайне правый, в то время как новая группировка Додона будет работать с Демократической партией, Альянсом «Наша Молдова» и Либерально-демократической партией, чтобы сформировать вместе правительство».

Описывая в этой же депеше разговор депутата от Демократической партии Андрея Попова с представителем посольства, Азиф Чодри отметил, что, по мнению парламентария, «реформистский лагерь, возглавляемый советником Воронина Марком Ткачуком включает такие фигуры, как Додона, экономического советника Воронина Олега Рейдмана, вице-спикера Григоре Петренко, министра реинтеграции Василия Шову, Юрия Мунтяну и других. В этом контексте посол подчеркнул, что «реформистов» может быть достаточно во фракции ПКРМ, чтобы избрать президента», однако «неясно, какое место в этом сложном сценарии занимает Марк Ткачук. Депутат от Партии коммунистов Игорь Додон не был уверен в своей способности реформировать ПКРМ в социал-демократическую партию, но был готов уйти из ее рядов, уведя за собой Зинаиду Гречаный, требуя от США лишь политической поддержки. Об этом в депеше, опубликованной сайтом WikiLeaks, написал чрезвычайный и полномочный посол США Азиф Чодри.

«15 сентября на встрече с послом Чодри тот едва ли не пытал вице-премьера Игоря Додон, который целый час только и говорил о своей нерешительности в том, что делать», — написано в послании.

Дипломат сообщил, что Додон «кружил вокруг да около по вопросу о разрыве с ПКРМ, надеясь, что посол сам скажет, что ему делать»

«Додон сказал, что поначалу он думал, что может остаться и попытаться реформировать партию изнутри, но сейчас осознает, что «Старик» (т.е. Воронин) не готов передать контроль над партией и поэтому такие реформы невозможны. Точнее, продолжил Додон, на самом деле не Воронин крепко держал в руках бразды правления, а Владимир Цуркан и другие из его ближайшего окружения. Додон, с другой стороны, хотел бы реформировать ПКРМ в современную социал-демократическую партию», — записал посол.

Для себя Игорь Додон видел три сценария: «1. Остаться в ПКРМ и надеяться на лучшее 2. Покинуть политику и уйти в бизнес, и 3. Собрать группу друзей и сформировать фракцию, союзную Лупу».

«В последнем сценарии эта группа могла бы сформировать центристскую партию и могла бы утверждать, что они были настоящей Коммунистической партии, но назвали бы это как-нибудь по-другому», — подчеркнул Чодри.

Вместе с тем, Игорь Додон признал существование и четвертого сценария – «порвать с ПКРМ и присоединиться к другой фракции, но он спросил посла, к какой фракции это сделать лучше».

«Он упомянул Либеральную партию и отметил, что на недавнем мероприятии он пошутил с мэром Кишинева от Либеральной партии Дорином Киртоакэ о своем выходе из коммунистической партии. На следующее утром Киртоакэ позвонил ему и спросил: серьезно ли тот говорил и предложил Додону присоединиться к либералам. Хотя Додон считает, что экономическая политика, которую он всегда поддерживал, была либеральной политикой, он, однако, полагает, что либерал-демократы Филата или Демократическая партия Лупу идеологически более ему близки», — записал посол.

Также Игорь Додон сказал, что выбирает «наилучшее время, чтобы вместе со своей группой порвать» с ПКРМ, размышляя о том, когда это сделать – «после президентских выборов, но потом осознал, что это было бы эффективнее сделать до голосования за президента»

Также политик высказал мнение, что «Григоре Петренко не был среди потенциальных перебежчиков, так как он был слишком лояльным Марку Ткачуку».

«Додон заявил, что он обсудил идею партийной реформы, равно как и вариант выхода из фракции с Марком Ткачуком, но тому эта идея не понравилась, и кажется, он дистанцировался от Додона», — добавил посол.

Далее депутат сообщил, что ожидает поддержки своим действиям от посла Франции и «открыто спросил посла – если я уйду из ПКРМ, будет ли у меня ваша поддержка?».

Посол «объяснил, что правительство США поддерживает демократические процессы и тех, кто в них верит. Тем не менее, США не оказывают финансовую поддержку какой-либо политической партии. Додон объяснил, что у него есть средства, но он нуждается в обучении и политической поддержке, а не финансовой помощи».

В комментарии к депеше, Азиф Чодри высказал мнение, что Додон может изменить политическое развитие в Молдове, однако, «если все сделать преждевременно или неуклюже, Додон может получить метку предателя и стать изолированным».

Посол отметил, что хотя Додон и должен сделать «твердый и решительный шаг без оглядки», все же его слова, похоже, «подтверждают заявления Воронина на недавней встрече, что Лупу был предателем и есть другие, кто сблизился с ПКРМ ради орденов и может отскочить, когда мы не у власти».

Экс-министр экономики и торговли, депутата от Партии коммунистов Игорь Додон выступал за избрание в 2009 году Мариана Лупу на пост президента Республики Молдова. Об этом, как свидетельствуют опубликованные сайтом WikiLeaks депеши, сообщил чрезвычайный и полномочный посол США в РМ Азиф Чодри.

«На встрече 3 сентября заместитель вице-премьера Игорь Додон сказал, что думает, что Партия коммунистов должна дать необходимые восемь голосов, чтобы позволить Мариану Лупу быть избранным на пост президента. Тем не менее, он отметил, указывая на зловещий портрет Воронина на стене, что тот был категорически против голосования за Лупу, и предпочел бы пойти на новые выборы в 2010 году. В ответ посол спросил, почему, «если коммунисты боятся Гимпу (который стал и.о. президента, когда, как ожидалось Воронин ушел), они не проголосуют за Лупу на пост президента». Додон «согласился и повторил свою позицию, что лично он в пользу того, чтобы коммунисты голосовали за Лупу».

Также Игорь Додон не согласился с позицией Воронина, «обвинившего Румынию и правительство США в той ситуации, в которую попала ПКРМ», выразив надежду, что «Ткачук на самом деле понимает, что США были нейтральны, но никто не был способен убедить Воронина в американском нейтралитете».

Парламентарий «также добавил, что, кажется, будто Воронин покорился и даже смирился. Додон верит, что это очень хорошая возможность, чтобы Воронин покинул политическую сцену», уйдя в отставку с поста президента и отстранив министров, которые не стали депутатами.

¶1. (S) Summary:  Deputy Prime Minister Igor Dodon 
(strictly protect) confided to Ambassador that a 
group of younger, reform-minded members of the 
Party of Communists (PCRM) were considering 
breaking with PCRM to establish a new center-left 
party.   This new party, which would focus on 
economic reform and implementing IMF 
recommendations, could unite with other non- 
Communist parties to attempt to elect a president. 
Dodon said that the new party would also seek to 
remove the hard-line PCRM Ministers of Interior 
and Security from office (an agenda that coincides 
with that of the four-party non-Communist 
coalition).  In a separate conversation, political 
analyst Andrei Popov, who was elected MP on 
Democratic Party leader Lupu's list, shed further 
light on divisions within the PCRM.  End Summary. 

Reformists Considering Breaking from PCRM 
----------------------------------------- 

¶2. (S) On August 13, Deputy Prime Minister Igor 
Dodon (strictly protect) told the Ambassador that 
there were on-going discussions within the PCRM 
about the possibilities for making a coalition 
with one or two of the opposition parties.  He 
said that he himself favored a coalition with 
Lupu, whom the PCRM would then support for 
President.  However, to be palatable to Lupu, such 
an arrangement would require Voronin to renounce 
designs on either the Speaker or Prime Minister 
positions.  Dodon conceded that he was unsure 
whether Voronin would agree to this, but said he 
would discuss the scenario with the Acting 
President when he (Voronin) returns from his 
vacation on August 15. 

¶3. (S) Dodon then confided that if Voronin 
declined Dodon's proposal, a group of younger, 
reform-minded members of the PCRM could break with 
the Communists to form a new center-left party. 
Dodon said that this new group wanted to bring the 
IMF back and follow the recommendations of the IMF 
report, and was ready to push economic reform.  In 
addition, they would seek to remove Minister of 
the Interior Papuc, Minister of State Security 
Services (SIS) Artur Resetnikov, Deputy Prime 
Minister Rosca, and Foreign Minister Stratan from 
office. 

¶4. (S) Dodon said that the emergence of this 
splinter party would help create a real center in 
the Moldovan political spectrum.  The unreformed 
Communists would occupy the far left and Ghimpu's 
Liberals the far right, while Dodon's new grouping 
would work with the Democratic Party, Our Moldova 
Alliance (AMN), and the Liberal Democratic Party 
to put together a government. 

PCRM Division into Two Camps 
---------------------------- 

¶5. (C) In a separate conversation on August 12, 
political analyst Andrei Popov (who was just 
elected MP on Lupu's list) also described to 
Pol/Econ chief the divisions within the PCRM. 
Popov, who noted that the 48-member PCRM 
parliamentary faction has 12 non-party members on 
its list (including eight who are among the top 
22), said that the party split between "reformers" 
and "hard-liners" was obvious during the election 
campaign, and had sharpened now over how to handle 
the current political situation. 

¶6. (C) According to Popov, the PCRM's reformist 
camp, headed by Voronin advisor Mark Tkaciuk, 
included such figures as DPM Dodon, Voronin's 
economic advisor Oleg Reidman, Deputy Speaker 
Grigorie Petrenco, Minister of Reintegration 
Vasile Sova, Yuri Muntaneanu, and others.  The 
hard-line camp was headed by First Deputy Speaker 
Turcan, and included SIS head Resetnikov, Foreign 
Minister Stratan, Minister of Interior Papuc, 
Minister of Justice Victor Pirlog, Deputy Prime 
Minister Victor Stepaniuc, Eugenia Ostapciuc and 
Maria Postoico.  Although Iurie Rosca was not a 
PCRM member, according to Popov, he was allied 
with the hard-liner camp.

¶7. (C) Popov explained that Mark Tkaciuk had hand- 
picked and groomed both Stratan and Lupu and 
helped them rise to Deputy Minister and then 
Ministerial levels.  In 2005, when Voronin's re- 
election as President was uncertain, and Tkaciuk 
won over Iurie Rosca, eventually providing an 
additional 22 votes (rather than just the 
necessary 5), in exchange, Voronin let Tkaciuk's 
protege Lupu become the Speaker.  According to 
Popov, Tkaciuk's relations with Stratan soured in 
2004, and from 2006, when Lupu wanted to be more 
independent from Tkaciuk, their relations soured 
as well.  The firing of Lazar as Minister of 
Economy in September 2006 signaled Lupu's waning 
influence.  Popov said that Tkaciuk then focused 
on grooming an even younger group including 
Petrenco, Dodon, Muntaneanu and Ion Ceban. 

Comment 
------- 

¶8. (S) It is clear that nothing is certain at this 
juncture and that all the players are actively 
considering their options.  That said, Dodon's 
scenario of a split within the PCRM, while at 
present highly uncertain, could dramatically 
transform the political picture in Moldova.  There 
could be enough "reformers" in the PCRM faction to 
ensure the election of the President, should the 
new group join with the non-Communist coalition 
parties.  (According to Moldovan legislation, 
although MPs are elected on a party slate, once 
within the Parliament, an MP who wishes to change 
parties may do so.) 

¶9. (S) It is unclear where Mark Tkaciuk stands in 
this complex scenario.  After personally grooming 
Lupu and Stratan and helping them to rise to 
power, his relations with them soured; therefore 
we do not know if his hand-picked young reformers 
are breaking away from him, or if he is supporting 
this idea.  Currently, our best guess is that they 
do not have his blessing, and that Dodon appears 
to be considering his own bid for the personal 
political limelight.

timing.  He said that he would come to a decision

Trying to Decide What to Do - PLDM or PD Make 
Sense

¶2. (S) In a September 15 meeting with Ambassador 
Chaudhry, a seemingly tortured Deputy Prime 
Minister Dodon spent an hour talking of nothing 
but his indecision about what to do.   He kept 
circling around the question of breaking with the 
Communist Party (PCRM), as if he was hoping the 
Ambassador would tell him what to do.  Dodon said 
that at first he thought he could stay put and try 
to reform the party from the inside, but it now 
seemed that "the Old Man" (i.e. Voronin) was not 
ready to give up his grip on the party and thus 
such reform would not be possible.  More 
precisely, continued Dodon, it was not really 
Voronin holding tight to the reins of power, but, 
Vladimir Turcan and others in the inner circle. 
Dodon, on the other hand would like to reform the 
PCRM into a modern Social Democratic party. 

¶3. (S) Dodon said that he could foresee three 
possible scenarios for himself:  (1) stay in the 
PCRM and hope for the best; (2) leave politics and 
go into business; and (3) take a group of friends 
and form a new faction to ally with Lupu.  In the 
latter scenario, this group would form a centrist 
party, and would claim that they were the real 
Communist Party but would call it something else. 

¶4. (S) Dodon then acknowledged that possibility of 
a fourth option, breaking with the PCRM and 
joining another faction, but questioned which 
faction would be best for him to join.   He 
mentioned the Liberal Party and noted that at a 
recent event he was joking with Liberal Party 
Mayor of Chisinau Dorin Chirtoaca about leaving 
the Communist Party.  The next morning Chirtoaca 
had called him to ask if he was serious, and 
proposed that Dodon join the Liberals.  Although 
Dodon thought that the economic policies he 
supports were liberal policies, he though that 
either Filat's Liberal Democrats (PLDM) or Lupu's 
Democratic Party (PD) made more ideological sense 
for him. 

A Question of Timing 
-------------------- 

¶5. (S) Still uncertain about what to do, but 
feeling that he should do something, Dodon also 
wondered when to take action.  He said that at 
first he thought no one in the PCRM would vote for 
Lupu, but that another possibility also existed, 
that Voronin would look the other way, and allow 
eight PCRM MPs to vote.  Dodon noted that people 
were starting to feel that new elections could 
result in further losses for the PCRM.   Dodon 
said he was still pondering the best timing for 
making a break with his group, and was thinking of 
doing it after the Presidential elections, but 
then acknowledged that his break could be more 
effective if done before the vote for President. 

¶6. (S) Dodon told the Ambassador that within the 
next two-three weeks he would make a decision 
about the future -- for himself and his friends. 

Who Would Join Dodon?  Who would Support? 
----------------------------------------- 

¶7. (S) Dodon said that he had 4-5 deputies who

were ready to leave the PCRM faction with him.  He 
noted that one of these was former Prime Minister 
Zinaida Greceanii.  When asked if he was sure, 
Dodon responded that actually she was the one who 
had helped put this idea in his head.  In response 
to the Ambassador's question, Dodon said that 
Gregorie Petrenco was not among the potential 
defectors, as he was too loyal to Mark Tkaciuk. 
Dodon stated that he had floated the idea of party 
reform or parting ways with Mark Tkaciuk who did 
not like the idea and seemed to be distancing 
himself from Dodon ever since. 

¶8. (S) Dodon noted that he spoke French and said 
that he recently met with the French Ambassador. 
Dodon believed that the French would offer him 
some support.  He then asked the Ambassador openly 
-- if I separate from the PCRM, will I have your 
support?  The Ambassador explained that the USG is 
supportive of a democratic process and those who 
believe in it.  However, the U.S. does not provide 
financial support to any political party.  Dodon 
explained that he had funding but what he needed 
would be training and political support, not 
financial support. 

Comment

¶10. (S) As reported in Refs A and B, for the past 
few weeks, Dodon has been actively considering the 
idea of splitting from the PCRM.   While he 
continues to ruminate, he still lacks the resolve 
necessary to take this dramatic step.  If done 
from strength, he could trigger an avalanche and 
help change the course of Moldova's political 
evolution.   However, if done prematurely or 
clumsily, Dodon could find himself labeled a 
traitor and isolated.   Dodon is still sitting on 
the fence, but politics within the party could 
shift rapidly in the coming days once the new 
government is formed.   However, if Dodon does 
decide to take the step, he will have to do it 
firmly and decisively, without looking back. 
Dodon's statements seem to confirm what Voronin 
told the Ambassador in a recent meeting that Lupu 
is a traitor and thee are others who had been 
close to PCRM for medals and positions and might 
jump ship now that we are not in power.

¶1. (C) Summary:  In a September 3 meeting, Deputy 
Prime Minister Dodon told the Ambassador that he 
believes the Communist Party (PCRM) should give 
the eight votes necessary to elect Alliance for 
European Integration (AIE) candidate Marian Lupu 
as President.  However, he said, President Voronin 
remained stubbornly opposed to supporting Lupu. 
Dodon noted, however, that Voronin had appeared 
subdued and humbled over the past week, and said 
he believed that the Acting President would step 
down on September 14 and could leave the political 
scene altogether.  Dodon confirmed that there were 
some 9-10 Communist MPs who believed it better for 
the PCRM to vote for Lupu, but he appeared unsure 
whether this group would break from the party to 
do so.  End Summary. 

Dodon Believes PCRM Should Give Votes to Lupu 
--------------------------------------------- 

¶2. (C) In a September 3 meeting, Deputy Prime 
Minister Igor Dodon told the Ambassador that he 
thinks the Party of Communists should give the 
necessary eight votes to allow Marian Lupu to be 
elected as President.   However, he indicated, 
pointing ominously at the picture of Voronin on 
the wall, that the Acting President was dead set 
against voting for Lupu and would prefer to go to 
new elections in 2010.  Dodon, however, predicted 
that the Communists would likely win no more than 
30 seats in a repeat vote, and hence repeat 
elections were not in their favor. 

¶3. (C) Dodon said that there were about 9-10 PCRM 
MPs who also thought that it would be better to 
vote for Lupu and go into opposition.  These 
included Prime Minister Greceanii, Presidential 
Advisor Mark Tkaciuk, and former Deputy Speaker 
Gregori Petrenco.  Despite Voronin's opposition, 
Dodon said that there has been some talk among 
certain MPs of the need for flexibility on the 
eight votes. 

The Emperor Has No Clothes 
-------------------------- 

¶4. (C) Dodon noted that at the PCRM Central 
Committee meeting a few days earlier, Voronin had 
asked the assembled group about the public mood in 
the country.  In what Dodon called "typical" 
fashion, one by one the members of Voronin's inner 
circle stood up and told him that the people 
believed the Communists should stay strong and 
stand firm in refusing to compromise with the 
Alliance. 

¶5. (C) Dodon told the Ambassador that when his 
turn came, he told Voronin directly that people 
were saying that the PCRM was in a weak position. 
According to Dodon, he said people were wondering 
how the GoM could let the violence happen on April 
7, despite their control of the mass media, police 
and military.  He said he also told Voronin that 
people saw the PCRM's inability to elect a 
President as the biggest sign of weakness -- when 
the Communists had 60 seats (after the April 
election), they could not even muster one 
additional vote (needed to elect the President). 
Dodon said he told the President that it was now 
necessary to do something to change that public 
perception of weakness.   As soon as the session 
ended, he said, several of those who had praised 
Voronin to his face came over to congratulate 
Dodon for his frankness. 

Voronin and Russia Fear Ghimpu's Pro-Romanian 
Stance

¶6. (C) Dodon told the Ambassador that both Voronin 
and the Russians have been spooked by Liberal 
Party leader Ghimpu's election as Speaker, and 
feared his pro-Romanian, anti-Russian orientation. 
The Ambassador asked why, if the Communists feared

Ghimpu (who is set to become acting President 
when, as expected, Voronin steps down), they would 
not vote for former-Communist Lupu for President. 
Dodon agreed, and repeated his position that he 
personally favored having the Communists vote for 
Lupu. 

¶7. (C) Dodon also said that Voronin was blaming 
Romania and the USG for PCRM's current situation. 
Though Dodon believed Tkaciuk actually understood 
that the U.S. was neutral, no one had been able to 
convince Voronin of American neutrality. 

Voronin and Government Leaving the Political Scene 
--------------------------------------------- ----- 

¶8. (C) Dodon also noted that over the last week 
Voronin had seemed subdued and even humbled. 
Dodon believed there was a very good possibility 
that Voronin may leave the political scene.  He 
stated that on the September 14 deadline (for new 
MPs to decide whether to remain in Parliament or 
retain their GoM seats), five Ministers would 
resign in order to keep their seats in Parliament. 
These MPs included Prime Minister Greceanii. 
According to Dodon, Voronin would issue a decree 
firing the rest of the Cabinet, and had already 
announced that he too would step down. 

New Party Picture once Voronin Steps Down? 
----------------------------------------- 

¶9. (C) Dodon suggested that once Voronin leaves, 
the more moderate group could take control of the 
party.  However, he was unsure how likely this was 
to happen.  Dodon said that the key stumbling 
block lay with Mark Tkaciuk.  Tkaciuk, who retains 
considerable influence within the party, remained 
close to Voronin and would stay with him "until 
the end." 

Comment

¶10. (C) Dodon believes that the PCRM would be 
better off giving the eight votes to Lupu, as they 
will likely get even fewer seats should repeat 
elections take place next year.  He understands 
that the party's own interests are now held 
hostage to Voronin's wishes and would like to see 
the party take a different tack.  He acknowledged 
that the politics within the party could shift if 
Voronin steps down and leaves politics.  However, 
it appears that Dodon lacks either the resolve or 
the horsepower to lead a split.  While he is a key 
player in the inner circle, Dodon is not actually 
a party member.   Nonetheless, we cannot rule out 
a rapidly shifting set of calculations within the 
PCRM once Voronin steps down from the Presidency. 
With the "Old Man" gone, the new voices may be 
able to convince others that it is actually in the 
Party's interest to vote for Lupu and avoid repeat 
elections.  In earlier reporting (Ref A), Dodon 
had indicated that some of the younger reformers 
were considering making a break to do so.
